cicheck (check, lint, build, external-URL guard, content gate, offline smoke, unit tests, PR-title lint); release-please wired on develop; governance files. Done whenciis green on PRs. Delivered in #61 / #62. Follow-up: org must allow Actions to create PRs for release-please, and pin first release to 0.1.0.
