Problem

The Little Office is the first full text-bearing office to expose. Clients need an endpoint that returns a specific LOBVM hour for a date with its ordered parts and text.

Acceptance criteria

An endpoint returns a requested LOBVM hour for a valid date and language selection.
The response lists the hour's parts in liturgical order with text and provenance.
Invalid hour/date/language combinations return the canonical error.
The endpoint is covered by tests for representative hours.

Reuse the office/hour request dimensions added in the text-infrastructure epic.
