Problem

The Office carries commemorations and is affected by concurrence between adjacent days' Vespers. The Api must serve the commemorations and the correct concurrence outcome for the date.

Acceptance criteria

Commemorations are included at their correct positions in the affected hours.
Concurrence between First and Second Vespers is reflected as Core resolves it.
Each commemoration carries bilingual text and provenance.
Commemoration/concurrence handling is covered by tests on occurrence days.

Concurrence resolution comes from Core; the Api surfaces the chosen outcome.
