Expose the new rubric systems Core gains in this phase — the 1954 and 1955 calendars — as first-class API systems, so clients can request either alongside the existing calendar. Mostly a matter of surfacing Core's new systems through the existing endpoints, discovery, and caching/versioning machinery.
