Problem

When two offices concur at Vespers, the yielding office is commemorated. The assembler must render the winning Vespers plus the correct commemorations from the engine's concurrence result.

Acceptance criteria

Winning Vespers renders with concurrence commemorations appended
Commemoration order and count follow the rubric
Splitting of Vespers (a capitulo) is rendered correctly
Tests cover a concurrence with commemoration

Notes

Consumes the concurrence output from the calendar engine.
