Problem

Uncited data must never ship — accuracy is the product.

Acceptance criteria

The corpus generator errors (non-zero exit) listing any datum missing a citation
Wired into CI as a blocking gate
Tested against a fixture with a deliberately-uncited datum

Notes

The datum-level analogue of the per-string provenance gate (#44).
