Problem

When a feast yields to a higher day it may survive as a commemoration or be displaced entirely. The overlay must distinguish these so the output's commemoration[] and displaced[] arrays are correct.

Acceptance criteria

An observance can be marked as celebration, commemoration, or displaced
Commemoration count limits per 1962 rubrics are representable
Unit tests cover a feast reduced to commemoration and one displaced
The displaced set retains enough data to feed the transfer queue

Notes

Commemoration limits differ by day class under 1960 rubrics.
