Problem

Certain feasts have liturgical vigils on the preceding day. The overlay must place vigils correctly and associate them with their feast for boundary handling.

Acceptance criteria

Vigils for the retained 1962 feasts are placed on the preceding day
Each vigil references its parent feast ID
Vigils suppressed under 1960 rubrics are not emitted
Unit tests cover at least two surviving vigils
