Problem

"What changed & why" needs a decree link; "how much" needs counts.

Acceptance criteria

Each change carries a provenance link (decree URN via SOURCES)
Stats rollup: tag counts + domain counters (crosses, genuflections, word count, % removed)

Notes

Provenance depends on SOURCES; stats depend on the rubrical-actions layer.
