Problem

The 1960 rubrics cap the number of commemorations and fix their order. After precedence picks the office, surviving commemorations must be pruned and sorted correctly.

Acceptance criteria

Commemoration count is capped by the winning day's class
Surviving commemorations are ordered per the rubric
Excess commemorations are dropped, not displaced
Unit tests cover a capped and an ordered case

Notes

Green ferias allow more commemorations than privileged days.
