Part of Epic #45. Stands up the primary independent oracle.

Adds a re-runnable Node harvester (tools/oracles/harvest-missalemeum.mjs) and a
pinned 2024–2026 snapshot of the missalemeum
1962 calendar (MIT, © 2022 Marcin Molenda) under
tests/Validation/fixtures/missalemeum/.

Stores only calendar facts (date, title, class 1–4, colours, commemoration
count) from the public GET /en/api/v5/calendar/{year} API — clean-room-safe.
provenance.json records source, licence, API version, harvest date, range.
Fixture is committed so the test (#48) reads it offline; the harvester is a
maintainer tool for deliberate refreshes and is byte-reproducible.
Format + refresh procedure documented in the fixture README.

Per the oracle-authority policy, missalemeum is the primary authority for the base
1962 edition (SSPX → v0.2 overlay, Divinum Officium → further cross-check).

Closes #47.
