Fixes the environmentally-red CI on the self-hosted Forgejo runner.

• PHP jobs (check, validate): pin catthehacker/ubuntu:act-22.04 so shivammathur/setup-php can install PHP (the runner default ubuntu-latest is a bare Node image — Node-only corpus-verify passed, every PHP leg failed).
• pr-title: replace the GitHub-only amannn/action-semantic-pull-request with a portable inline Conventional-Commits check.
• GitHub-only workflows (CodeQL, project-status-rollup, add-to-project, release-please): gate to github.server_url == github.com so they skip rather than fail on Forgejo.

No branch protection is currently configured on this repo, so gating these to skip is safe (no required check is left pending).

The estate migrated CI to a self-hosted Forgejo Actions runner whose
`ubuntu-latest` maps to a bare Node image: every PHP leg (check/validate)
failed under `shivammathur/setup-php` while the Node-only `corpus-verify`
passed. Pin the setup-php-compatible `catthehacker/ubuntu:act-22.04`
container on the PHP jobs so they install and run cleanly.

Replace the GitHub-only `amannn/action-semantic-pull-request` with a
portable inline Conventional-Commits check that runs on Forgejo or GitHub.

Gate the GitHub-only workflows (CodeQL, project-status-rollup,
add-to-project, release-please) to `github.server_url == github.com` so
they skip — instead of failing — on the Forgejo host.
