Problem

Precedence ordering and octave handling differ across the three systems. The engine must load the right precedence and octave datasets based on the selected system.

Acceptance criteria

Precedence dataset is chosen by rubric system at resolve time
Octave handling dataset is chosen by rubric system
Switching systems changes resolution with no code change
Unit test resolves the same date differently under each system

Reuses the data-described precedence work from v0.1.0.
