Problem

Before 1955 many feasts had octaves (common, simple, privileged) suppressed in later reforms. The 1954 engine must fill these octaves with their correct dignity.

Acceptance criteria

Common, simple, and privileged octaves fill for 1954
Octave days interact correctly with occurring feasts
Octave dignity affects precedence outcomes
Unit tests cover one octave of each type
