Problem

Several vigils suppressed in 1955/1960 are present in 1954. The 1954 dataset and overlay must restore them on the correct days.

Acceptance criteria

Vigils present in 1954 but later suppressed are restored
Each vigil references its parent feast
Vigils participate correctly in occurrence
Unit tests cover two restored vigils

Notes

Vigil placement reuses the v0.1.0 vigil mechanism.
