Problem

The 1955 decree reduced octaves and vigils and simplified ranks relative to 1954. A delta dataset is needed expressing these reductions without duplicating the whole calendar.

Acceptance criteria

1955 deltas express suppressed octaves and vigils relative to 1954
Rank simplifications are encoded
The delta applies cleanly atop the 1954 base
Spot-check fixture confirms a changed month
