Problem

Administrators need fine control over which switchers visitors see and whether they are locked to a default. The Reader tab governs each switcher's visibility and lock state.

Acceptance criteria

Each visitor switcher has show, hide, and lock controls in the Reader tab.
A hidden switcher does not render; a locked switcher renders disabled at its default.
Settings are sanitized and persisted via the options API.
The reader honours show/hide/lock on the front end.

This is the core of the configurable-UI promise.
