Problem

A site owner sets the authoritative rubric system and particular calendar for the whole site. These defaults feed the context chip and every surface.

Acceptance criteria

The settings expose a rubric-system selector and a calendar selector.
Defaults propagate to all surfaces and the context chip.
Available options reflect what the Api/engine currently supports.
Changing a default purges affected caches.

Notes

Options expand as Core/Api add rubric systems and particular calendars in their own milestones.
