Problem

As settings grow, the screen needs clear tabbed organization, inline validation, and save feedback so admins are not lost.

Acceptance criteria

Settings are grouped into logical tabs (Reader, Appearance, Advanced) with cards.
Invalid input is reported inline before save without losing other field values.
A success notice confirms saves; errors are actionable.
Tab state survives a save round-trip.

Keep the elevated-native-WP-chrome look established in v0.1.0.
