Produce token-exact, navy/gold/parchment mockups for every v0.1.0 surface and obtain per-surface sign-off. Done when each surface mockup is approved; no UI implementation issue may start until its corresponding mockup is approved.

Epic complete — all four surface mockups approved in design review and committed as the reference design in #104 (docs/mockups/v0.1-illuminated-breviary.html + README spec). The implementation epics (#11/#15/#20) build to this.
