Problem

Bilingual/traditional content should be viewable in the visitor's chosen language. A switcher must change the displayed language and re-fetch as needed.

Acceptance criteria

A language control changes the page's displayed language and updates content from the API
The chosen language is reflected in the URL or a shareable state
Provenance/licensing remains correct per language string
Switching language does not lose the current day/month context
