Problem

Readers want options like font size, rubric visibility, and translation side preference.

Acceptance criteria

  • Toggles control at least font size and rubric/translation visibility
  • Toggle state persists via the cookieless preference store
  • Toggles are keyboard operable and announced to assistive tech
  • Defaults are sensible for a first-time visitor
