Problem

All interactive elements (switchers, navigation, toggles) must be fully operable by keyboard with visible focus.

Acceptance criteria

Every interactive control is reachable and operable via keyboard alone
Focus order is logical and focus is visibly indicated
No keyboard traps exist in menus or dialogs
Skip-to-content is available on content pages
