Problem

Users need an easy way to get the monthly Ordo PDF from the relevant pages.

Acceptance criteria

A download control on month/day views produces the current month's Ordo PDF
The download reflects the selected variant and language
The generated file is cacheable and named meaningfully by month/variant
Generation failures surface a friendly error rather than a broken download
