Problem

Traditional texts distinguish rubrics (instructions) from spoken text by red coloring. We must render rubrics in red without relying on color alone.

Acceptance criteria

Rubric text renders visually red and is semantically marked as a rubric
Screen readers can distinguish rubrics from spoken text
Rubric red meets contrast requirements against the page background
Rubrics remain distinguishable in print and grayscale
