Provide admin tooling to rebuild static output and purge the edge after a data change, plus the AUP/terms surface required for public access. Done when an admin can bump the version, rebuild, and purge in one action, and terms are served.

Epic — child issues are tracked as sub-issues.

Epic complete — public /v1/aup + /v1/terms policies, the EdgeCache purge seam (NullEdge default + CloudflareEdge), and admin POST /v1/admin/purge + /rebuild behind AdminGate (routes registered only when INTROIBO_ADMIN_TOKEN is set). #138.
