Stand up the versioned /v1 HTTP service over Core: calendar endpoints, static pre-generation for hot paths plus a dynamic cold endpoint, ETags and a data-version stamp, API keys with quotas and rate limiting, cache-purge and data-versioning admin tooling, and the AUP/terms surface. This is the foundation every later endpoint builds on.
