Build the build-time pipeline that ingests freely-licensed English text with per-string provenance and quality checks. Done when English strings are sourced, attributed, and validated reproducibly.

Epic — child issues are tracked as sub-issues.

AC amendment (roadmap v3): Latin-first, vernacular progressive — every emitted string carries a textAvailability status; partial vernacular corpora are legitimate releases.

Design of record: docs/design/office-text-layer.md (approved 2026-07-17, PR #494). No engine code until Stage 0 (§9) lands.

Stage 0.4 + Stage 2. Spec §7C (the provenance-gate hole + fix, wired as #105/#109/#110), §4.4 (fail-closed licence/PD gate), §4.5 (Latin-first / vernacular-progressive — every leaf carries textAvailability; partial vernacular corpora are legitimate).
