Closes #8

Enforces style and type discipline from day one.

phpcs.xml.dist: PSR-12 over src/ (test sources added with the first tests)
phpstan.neon.dist: level 6 over src/
composer scripts: lint (phpcs), lint:fix (phpcbf), analyse (phpstan), check (both)
CI now runs composer validate, install, php -l, phpcs and phpstan across the 7.4→8.3 matrix
Both tools run clean on the scaffold locally (phpcs 1/1 100%, phpstan [OK] No errors)
