Third of Epic #233. Closes #236.

Every trace step already carries a citation (added in #234/#235); this guarantees it. TraceCitationIntegrityTest sweeps the resolution trace across two full years and asserts every cited step's source key foreign-keys the source registry (sources.ndjson) — so a reason can never ship a dangling citation. The only step permitted to be uncited is the structural no-temporal-season (honestly no governing rubric).

3535 citation assertions, all green. Gate: lint clean · analyse [OK].

Next: #240 (golden-master trace fixtures for contested days) closes the epic.
