Problem

Operators want a per-tenant rollup, not just per-key, plus a quick read on who is close to their quota.

Acceptance criteria

A tenant view aggregates usage across all of that tenant's keys
Keys/tenants near or over quota are visually flagged
The summary indicates the freshness (as-of timestamp) of the underlying data
Empty/new tenants render a sensible zero-state
