Problem

Untested backups are not backups. We need a written restore runbook and at least one verified dry run.

Acceptance criteria

A runbook documents restoring MySQL and data artifacts step by step
A dry-run restore into a scratch environment is performed and its result recorded
The runbook states the expected recovery time and any data-loss window
The runbook links to where backups and credentials are located
