Locks the pre-launch bake-in decisions from roadmap v3 as committed design docs, so the new issues (#364 season, #366 edition-governance, LOTH #379 licensing, etc.) reference a fixed contract. Two new docs (text-licensing-model, edition-governance) + amendments to output-contract, platform-urn-scheme, and KNOWN-LIMITATIONS. Docs only.
